When the program failed to run it normally puts an entry in the Windows Application event log which gives more information about the problem. This may give clues to why it is not working properly.

Pretty much all the files that matter are contained in the program files directory. The only thing I can think of is when you start the application it does an install check to validate the aoftware is still installed correctly. Using CCleaner would probably disable this. There may be a problem with your Windows installer which causes a problem during this check.
