Yes, it is called display profiles. Open the display profile dashboard and select New. This will open a layers editor where you can re-size and set the transparency on any layer. It is not possible to have semi-transparent flash though due to a restriction in the API for flash. Not much I can do about this, you need to complain to Adobe.
