I have changed the setup slightly so that if something goes wrong when the application is starting it should save more details to the Windows event log. With any luck you should get a message box telling you something has gone wrong.
Would it be possible to install this version and then post anything you find in the event log. The link is bellow.

It seems to be working ok now, it looks like the previous version wasn't updated or uninstalled when I installed 3.2 so after uninstalling them and reinstalling the version you posted it works.
